Personnel Commission

Since 1938, Montebello Unified School District has been a merit system district dedicated to the proper selection and retention of classified employees based on merit and fitness. Adherence to the merit system principles, as regulated by the California Education Code and the District's Personnel Commission Rules and Regulations , is overseen by a three member Personnel Commission.

Mr. Charles E. Pell, Chairperson

Charles E. Pell is a Commissioner on the MUSD Personnel Commission.  Mr. Pell was born and raised in Montebello and is a product of the MUSD, graduating from Montebello High School.  He previously served as both a classified employee and teacher for the MUSD.  Mr. Pell also is a military veteran, having honorably served in the U.S. Navy as an Intelligence Officer.

Mr. Pell strongly believes in education.  He graduated with a Bachelor’s degree in Mathematics from the University of La Verne, a Master’s degree in Education from Whittier College, a Master’s degree in Economics from USC, and a Juris Doctor (law degree) from USC, where he graduated in the top 10%.  For the past decade, Mr. Pell has been a federal criminal prosecutor with the United States Department of Justice, where he prosecutes all types of federal criminal violations, as well as seeks restitution for crime victims.  Most recently, Mr. Pell received a California Lawyer Attorney of the Year (CLAY) award for his extraordinary efforts in criminal law.

Mr. Pell has a deep commitment to public service and strongly believes in the Merit System.  He will continue to do all he can to ensure that all MUSD Classified employees are protected and treated fairly at all times, and that the MUSD Classified Service remains robust.


Mrs. Yvette L. Fimbres, VICE CHAIRPERSON

Mrs. Yvette L. Fimbres was recommended by the California State Employee Association Montebello  Chapter 505 and appointed by California State Superintendent Tom Torlakson in April 2018 to serve on the Montebello Unified School District Personnel Commission. Mrs. Fimbres is an honors graduate of Montebello Unifed School District Schurr High School. She possesses an Associate  Degree from East Los Angeles College. Her Bachelor Degree and Masters Degree in Educational  Leadership are from California State University, Los Angeles. Mrs. Fimbres received her teaching credential from UCLA. Commissioner Fimbres professional experience has been in the education field for the past 30 years employed with the Los Angeles Unified School District. Her experience includes being employed as a classified employee in the clerical ranks, an alternative education and career technical education teacher, project manager, site director, and an assistant principal.  Mrs. Fimbres dedication and commitment to community involvement includes serving as a Commissioner for the City of Montebello’s Investment Committee and Civil Service Commission. She has also volunteered as a Los Angeles County Reserve Deputy Probation Officer working with the East Los Angeles Gang Unit and Camp Scudder. She is currently a liaison for the Montebello Community Neighborhood Watch Program in partnership with the Montebello Police Department. Commissioner Fimbres knows the importance and public expectation that our governmental process be conducted in a fair, efficient, and open manner. She is committed to ensuring that MUSD’s merit system principles will emphasize these values and provide a personnel selection system that is open to all and free from political interference.

Mr. Alberto Perez, Member

In April 2013, after serving as Councilman for the City of Montebello, Mr. Alberto Perez was appointed by State Superintendent Jack O’Connell to a three-year term on the Montebello Unified School District Personnel Commission, which oversees the selection, classification, retention, and promotion of classified employees for the third largest school district in Los Angeles County.

Mr. Perez attended the California State University Los Angeles, Brooks College and UCLA, he takes great pride to be a resident of Montebello, his wife attended  the local schools, and Graduated from Montebello High School. Very involved in the community, President Schurr High School PTSA, and Advisor for the  LEO’s Club. Foundation Member at Beverly Hospital Board of Trustees, and  Scout Master Assistant for Cub Pack 45. Director, Lions Club of Montebello and , past President. Volunteer at the Montebello Police Department and currently serve on as Historian for the Montebello Council  PTA.
Professionally is a News Editor for Univision Television Group, He has been a member of NABET-CWA (National Association of Broadcast Engineer and Technicians- Communication Workers of America) for over 20 years. He has been awarded 2 Emmys and one Golden Mike. He was honored to receive the All Service Club award in 2011, and the California State PTA Honorary Service Award in 2013.

Mr. Perez  resides in Montebello with his wife Gina, and three children, David, Julian, Celeste. Ready to help our community in any way he can.
